I started messing with the memoserv on one of my servers the other day. I sent a memo to an admin of the server, thinking they would get it when they connected again. I then went to bed and came back many hours later to a PM from them saying my client was /whois-ing them ever 3-10 minutes. I was unaware of this occurrence and it had never happened before, to my knowledge.

I am guessing its a bug with colloquy and not with the server but who knows.

it's not a bug in colloquy, whoising is completely normal and ok with the spec.

however, since admins keep complaining, we disabled it in svn, so try a nightly: http://colloquy.info/downloads/nightlies/
