REGRESSION (r4408): MemoServ notices shown as private messages

Description

Whenever I sign in and register with NickServ, I get a new private message tab with MemoServ telling me I have no new memos. NickServ notices are handled as expected (just as a notification bubble).

This happens with r4415 and later but not with r4407. It is most likely a result of r4408. I tried setting the value of JVChatAlwaysShowNotices to -1, 0 and 1, but that did not affect the behavior.

Fixed in [4616]. "None" should give you the same behavior as before.
