Reorganize Operator right click actions in nick list

When you right click a user, the option to +o that user appears directly under the option to kick and ban that user. Misclicks here are inevitable and do happen and some people, especially those who don't use Colloquy, can get quite irate when they get kickbanned.

I know there's already a seperator there, but I propose moving Voice above Operator in the menu, which would further mitigate the risk of accidentally kickbanning someone you meant to op and with minimal effort on the part of the developers.
