Wallops and global notices aren't displayed easily

Description
When wallop messages and global notices are sent, the only way I can see them is in the console. It'd be nice for them to display in the active chat panel when they're sent. Global notices, even with "Show notices in private chat > All" set to on, continue to remain only in the console.
