Can't set save location for auto accepted file transfers

Under Transfer preferences, I can no longer set the save location for auto accepted files. I used to be able to, but now it always defaults to this generic 'Downloads' location - which doesn't seem to go anywhere (and the files don't send either).
The only way I can get it to work is to set it to 'Ask Every Time', and then I have to select the location every time - and also have to be present when the send is made. This is not how I would prefer to use this feature, and would rather have files automatically accepted and downloaded to a location of my choice.
Like I said this feature used to work properly, but for some reasons no longer works.
