Scroll bar out of sync

Description

Theres a new bug (new means it came in the recent changes after the long break) where either the scroll bar gets out of sync in length and/or position compared to the chatroom over time (after a lot of activity maybe) or the chat wont be scrolled down although the scroll bar is at the bottom.

I also realized this.
I think it only happens in big channels with a lot of people going and joining all the time.

This is probably fixed by [3122], at least it hasn't happened for me since then.
If it happens again with nightly 2D35 or later, someone reopen the ticket...
