Notices are shown in Growl although a panel is open

Currently all notices are send to Growl, even if there is a privat chat panel open for that user.
I think it should be either panel or Growl, not both.

THe problem with this is users can have sounds and things trigger for notices, not just bubbles. It is either all or none.
