/topic --- should it be inline?

Description

Personally, I think it may be worth considering having the /topic command not re-display the topic inline, but rather, to expand or collapse the displayed topic at the top of the window instead. This would have the advantage of not cluttering up the scrollback.

Of course, this implementation shouldn't even be considered unless Ticket #533 is first taken care of.
